What is chemical oxygen demand (COD) test & total organic carbon (TOC) test?

What is COD & TOC test used for, how they are performed? Do these test used for the same purpose, if I went to chose 1 of them as approved test in my company what shall I use COD or TOC & Why. What is the best method to reduce continues stream having high COD &TOC. How much of fresh water need to be used for dilution to reduce 5000 m3 from 2000 ppm of COD to 200 ppm COD.
