what is wrong with my scalp?

I have a few flakes on my scalp and my hair but they only appear at night and towards the front of my hair and seem to move. I have it on the left side one night then the right the other night. Is this residue from a bad shampoo? I started getting it after using a cream shampoo and had hard water at college. I still have it at home with no hard water and a better shampoo. I would think anything else would affect the whole head or whole front of the scalp. Is it dandruff? No dandruff shampoos i have tried work. Is it dry scalp? No dry scalp shampoos work. The only thing that seems to work is an organic shampoo. What it this?

OHHH by “move” i didnt mean they like crawl or actually move, i mean the area where the flakes occur moves. Like there are flakes on the left then the right, they dont actually move.
