is it illegal to make glycerol in a residential area(want to make soap)?

i was thinking about making kits to sell in a local market for people that wan to make their own organic soap. I know it sounds very fight club-esque, but i was going to make the glycerol base for the soap myself, then include that in the kit.I am a chemist, so i am concerned about the legality of making glycerol in my basement. anyone know anything bout this?
